IBR Welcomes Dan Frias as Executive Advisor, Department of War Strategy
Retired Navy Commander brings 24 years of military service and extensive industry leadership to strengthen IBR's federal strategy and mission delivery.

A retired U.S. Navy Commander, Frias brings 24 years of military service and significant private-sector leadership experience spanning enterprise IT modernization, workforce transformation, program management, and federal technology delivery.
During his Navy career, Frias led manpower, personnel, and pay policy initiatives, culminating in his assignment at the Office of the Chief of Naval Operations (OPNAV N16). There, he helped advance HR IT digital transformation for the $1.6 billion MyNavy HR IT program, supporting more than 350,000 Sailors.
Following his military service, Frias transitioned into industry leadership, overseeing a $144 million Navy IT portfolio. His work focused on strengthening program execution, improving contract performance, and building high-performing teams capable of delivering against complex federal mission requirements.
Having served on both sides of the government-contractor relationship, Frias brings a distinctive perspective on the operational challenges, acquisition priorities, and technology investments shaping the Department of War. In his new role, he will help inform IBR's strategic growth, strengthen customer relationships, and align the company's technical capabilities with evolving defense mission needs.
